MISSION

FEM JV has been established by Metis and Epik Construction Companies of Ankara, Turkey and Framaco Int. of NY, USA in 2003. FEM JV is utilizing long years of experience based on previous achievements of its partners, staff, and construction teams, gained in international construction projects accomplished in Europe, Middle East, Russia and Central Asia, and Northern Africa for the US Department of State FBO and OBO, US Army Corps of Engineers, Turkish Ministry of Defense, NATO, Saudi Arabian Ministry of Defense, Turkish Highways Authority, and many other prominent federal, public and private corporations, including Coca Cola and Pepsi Cola Bottlers, Nokia, Siemens, and Sheraton Hotels. FEM JV has achieved an outstanding accomplishment as the contractor for the OBO in the contract for the “Interim Facilities Improvements, Baghdad, Iraq”, where we have been able to achieve substantial completion within 75 days after the NTP as specified in the contract. The fast-track project consisted of architectural, electrical and mechanical renovation, furnishing, and FE/BR security upgrading of Interim Chancery and Annex (CPA) buildings, reinforced concrete CAC structures and barriers, anti-ram perimeter walls, technical security systems and street lighting networks, including design works. The project was extended with hard-line walls and security systems in and around Interim Annex Facilities, and completed by mid of October, in 2004.

In September 2004, FEM JV was awarded two contracts in Kabul, Afghanistan by RPSO and OBO; “Design/Build, EOB Renovation and GSO Support Facilities” and “Design/Build, Cafeteria/Health Unit and Recreation Facility”. The design works of both contracts are currently in 100% stage, and construction works are anticipated to commence by November, 2005.


American Consulate General, Frankfurt, Germany, RPSO awarded FEM JV in February 2005, the contract “Design/Build, Man Camp Facilities Quarter, Kabul, Afghanistan”. The project was completed successfully within 120 days after the NTP was issued.
In September 2005, The Joint Venture was awarded the design and construction of a SED USAID Annex Building at US Embassy in Accra, Ghana and Bamako, Mali .
FEM JV awarded US Army Corps Of Engineers Contract for the Air Corps Cantonment I and Facilities Kabul, Aghanistan in July, 2006.
Lastly in September 2006, The Joint Venture was awarded the Design and Construction of a SED USAID Annex Building at US Embassy in Tbilis, Georgia
Currently, FEM JV is teaming with major design and construction companies like CMSS, Hankins&Anderson, KCCT and Louis Berger Group Inc. for future projects for realizing the main objective of FEM JV: “To become a Global Organization”


MISSION

It is the utmost objective of FEM JVto meet and exceed the requirements specified in the contract documents.

In order to achieve this goal, FEM JVwill implement a project management program based on S-Q-T (Safety – Quality – Timely Execution) principles, to secure the following:

  1. Maintain a high level of construction safety through implementation of a strict safety and security plan
  2. Perform quality construction, manufacturing and installation through an effective quality assurance and quality control system
  3. Maintain highest level of coordination between the head office, the site, and subcontractors, as well as with the Client
  4. Timely mobilization, progress and completion of the works, in accordance with the approved computerized work schedule
  5. Select the materials and equipment, submit and obtain approvals, place orders, perform quality control inspections, and ship, receive, store and issue the materials in the most timely and orderly manner; keep wastage and delays to an absolute minimum

Following closely the international specifications, quality standards, products, and contemporary business and construction management policies, when in our opinion, the contract specifications fall short of regulations or available products, EPIK will offer to provide what is most suitable for the specific project.

PROJECT ORGANIZATION

A project organization generally comprises of the Head Office, the site management, and subcontractors. The subcontractors follow Metis-Epik JV’s Project Management system and QC & Safety Plans.

Manpower
All management, supervision and administrative staff, and skilled labor for the project are usually supplied from Turkey. Unskilled laborers and support staff shall be preferably recruited locally, which provides fast and sound communications with local authorities and people.
Accommodation for the expatriate staff and the workforce can usually be provided in a labor camp consisting of prefabricated buildings, or if available, by utilizing local dwellings.

Head Office Organization
Following the award of a contract, Ankara Project Office is established through assigning relevant duties to the existing head office personnel. This office is managed by the Project Coordinator and is responsible for:

  1. Mobilization of teams, site office and accommodation facilities, support vehicles, construction equipment and life support equipment, management personnel, construction teams, and subcontractors
  2. Program Management: preparation and obtaining approvals for staff, organizations, subcontractors, contract requirements, execution schedules, quality control, safety-security plans and organizations
  3. Materials Management System: compiling submittal files for approval of construction materials and equipment, preparing bills of quantities/materials and major equipment lists, procurement and delivery of approved materials and equipment to the site
  4. Design works as necessary

Ankara Project Offices are managed by the Project Coordinator who is assisted and supported basically by a Design Manager, a Procurement Manager, and an Administrative Manager.

Site Organization
Site Office is headed by the Site Manager and is authorized and responsible for the direct execution of the works. The duties of a site office mainly consist of coordination and management, local procurement and recruitment, scheduling, design works as record drawings and as-built drawings, execution of construction,
Site office staff key members are Site Manager, Chief of Quality Control, and Administration Manager. Other staff members such as site engineers, design engineer and draftsmen, scheduling and reporting engineer, security and safety manager, accountant, procurement manager, are assigned as per the requirements of the specifications and features of the projects.

SAFETY PLAN

Safety Policy Statement
FEM JVis dedicated to accomplish a supreme policy through efforts, from the president to the lowest level of supervisors, for a safe working environment in all the projects the Company undertakes.
Achievement of full safety and health standards throughout our organization is the primary concern of our management. The Safety and Health Standards Directive, The Safety Plan, The Safety Instructions and Hazard Analysis Plans are particularly enforced and looked after through periodical meetings, training programs, inspection and management supervision.
Construction works may be considered naturally hazardous and thus our policy is to take every precaution to protect our employees and or third persons from injuries, on or off the job site. To achieve these goals, the Company is very keen to support its safety program and will not be hampered by funds expenditures.
The Company’s management has long adopted and continues to believe that SAFETY IS FIRST AND FOREMOST.

Objective
The objective of the safety plan is to establish and implement safety health standards, and requirements for the prevention of accidents, fires and hazards for personnel engaged in the construction works to include, administrative personnel, visitors and occupants.
All provisions of the US Army Corps of Engineers “Safety and Health Requirements Manual” and the “Turkish Construction Workers - Health and Work Safety Regulations” are confirmed and these rules are strictly followed during the construction.
The Safety Engineer is responsible for the implementation of the plan and for the prevention of accidents and safety hazards. He reports directly to the Site Manager.
The detailed Safety Plan of the company is improved continuously to keep up with the recent developments in safety engineering and is provided among the management plan for each project.

QUALITY CONTROL

Purpose
The purpose of Metis-Epik JV’s Quality Control Plan is to prepare the guidelines to establish a quality control and reporting system that complies with the requirements of the contract documents.
It is a challenge for FEM JVto establish a Total Quality Management (TQM) system for all stages of the construction activities. Although the nature of construction works itself makes this challenge hard to achieve, it provides a goal so that the company is never satisfied with its quality control program even if defects are reduced by substantial amounts year after year and provides continuous motivation for the staff.
With this plan, FEM JVis aiming to provide the necessary inspection and testing procedures to insure the job to be performed according to contract drawings and specifications. All necessary tests and inspections of all work, including those of suppliers and subcontractors, shall be conducted in order to ensure compliance with applicable specifications and drawings.

The main purpose of this Quality Control Plan is

  1. To produce an end product that meets the requirements of the contract plans and specifications,
  2. To establish and maintain a quality control program that will continuously verify that quality construction work, as required by the contract documents, is being accomplished,
  3. To complete the job in a safe and timely manner

SCHEDULE AND COST CONTROL

FEM JVuses Microsoft Project® for Windows™ for scheduling and planning of smaller construction and installation projects, and Primavera Project Planner® for Windows™ for larger ones, which are recognized to be the most widely used project management software in construction business. The same software, in relation with Logo Gold®, accounting software, is used for cost control. Scheduling and cost accounting is an important element of the Program Management system.

In order to achieve a concise scheduling, project monitoring, cost control and document control system utmost attention is spared to the aspects like

  1. Scheduling and Project Monitoring
  2. Formatting schedules in a standard work breakdown structure and activity coding system
  3. Continuous recording of progress
  4. Communication to establish and maintain thorough coordination among trades, supervisors and field engineers
  5. Cost Control systems
  6. Performance Measurement, based on daily site reports, and weekly Progress Reports for budgeting and cost control monitoring

Reporting results of performance measurement and cost control on weekly and monthly formats.
